Cold Air into PC case

I was wondering if i was to put a container with ice or ice packs underneath my case as i have located on the picture and the 2x 240mm fans blowing upward would that prevent condensation or would it ruin my computer.

if you have any other suggestions that would be most appreciated

Going that extra mile could be a disaster, not to mention dangerous. Leaking, electrocution, and the payoff wouldn't be that much worth it. Why are you wanting to do this? Are you overheating normally, or is this just because you want the best you can possibly have, even if the best is just a tiny bit better?

I want to overclock my system and not have to worry about over heating. also I have a picture of want i am thinking but i'm having trouble being able to post it (first time I've asked a question here)
 
You do not have to worry much about overheating.
A cpu or graphics card may run hot, but it is built to tolerate heat.
If temperatures get too high, the part will slow down or shut off to prevent damage.

I think it is better to pay a bit more for faster parts in the first place as opposed to paying a bunch to try to cool and overclock.

On the ice thing, USAFRet is right on.

"the ability to exhaust hot air out of the case." would that keep both of my CPU/GPU from overheating when I overclock them. Is there another option that is similar to what i want but much safer?

Overall I like the case I have it works fine I just want to make sure that I don't end up frying my CPU/GPU when I overclock them. I want to make sure my GPU isn't overheating because it's pulling in hot air.
 
How big is the intake fan for your graphics card? Most will be 92mm. Possibly two or three of them.
That is about the equivalent of one 120mm fan.
Your case input fan needs to only be as big as that to be able to feed the graphics card with as much airflow as it can use.
Add in about a 120mm fan for the cpu cooler, and you should be good to go.
Most any case with 2 120mm intake fans (or the equivalent in exhaust) will supply sufficient airflow.

As an experiment, take the case side covers off and direct a house fan at the innards. If that helps enough with temperatures, then you may well have a case coling issue. I am betting you won't.
