CPU fan starts then stops the starts and keeps running

When I turn on my pc the CPU fan spins for about thirty second then stops and then starts again and keeps going. There's no beeps and I can't access the BIOS because there's no video output. I've got nothing connected except the motherboard, psu, and CPU. I've gone through the list of common mistakes and none of the solutions help. I'm using a msi H81M-E33 V2 board with an intel i5 4440 CPU and an EVGA 500w bronze certified power supply. Any help is appreciated.

Is the RAM installed? Do you have a keyboard and mouse connected? Where is the monitor output connected to? Does the CPU have an IGPU? Why are you even bothering to turn it on if the build isn't complete?

Right, as Anub1s says, you should probably add in your RAM into your motherboard. However- I do understand your reasons for testing your system outside of your rig, do you plan on using an graphics card?
