Windows 7 New PC Build Slow, Freezing a lot

Hello, I recently build a computer and here are my specs:
Windows 7 Ultimate 64-bit SP1
CPU: AMD Athlon X4 750K Trinity
RAM: 4GB Single-Channel 1860-DDR3
Motherboard: MSI A88XM-E45
Graphics Card: Gigabyte R7 260x GV-R726XOC-2GD
Storage: 150GB Western Digital WDC WD16 00JS-60NCB1 SATA Disk Device

My computer ever since building it has been very slow and freezes a lot. I am using a hard drive from my old pc, could this be the reason why the computer is so slow? When I check, my cpu is only running at 20% or so and my memory usage is low also. I would really like to find a solution, because my computer stalls any time I run a program now. :(

Yes, all my drivers are updated, and there are no problems in Device Manager
