PC won't POST - switching PS on turns CPU and system fans on, but no POST beep

I'm a fairly technical and Google savvy guy, but I really couldn't find a solution specific to what was happening...so here to ask you guys!

Building a PC for the GF. It is an old GatewayPhenom II X4 I bought used. Worked for a few months, then started having issues with turning on and later turning off by the front PC switch. It now does not turn on at all...later on that.

After T/S as much as possible, I removed the motherboard thinking that a screw or something maybe behind the MB shorting it...no dice. I did notice that the plastic CPU heatsink base/harness had a minor crack in and when I moved the fan, the crack showed more. So I ordered a new base & and fan and installed it. I also brought a few PS from the office home to T/S that area...still no dice.

Currently I have stripped the unit down and:
Removed all items except 1 memory stick (swapping 2 different sticks out and also trying 2 different slots)
Tried 3 different power supply's
Removed the frontside power/reset wire bundle from the board (manually tried jumpering in different states)

The thing that is puzzling me (and can't find a more specific answer to) is when I plug the PS in and flip the PS switch on, the PC and CPU fans spin on right away with no help from the PC's front power button or manual jumpering. All three PS's I used did this 'auto start' and can't be turned off using the PC switch or jumpering either.

Does this help anyone in troubleshooting what could be the problem?

EDIT: After digging around more, thread link got me thinking. More I looked the more Ps seemed to be an issue. It is possible that the other 2 PS at the office could have been duds too and just put back on the shelf. I will try to find one and check out if a 4th works.

Yes all connection are tight and double checked. Has a board system speaker that used to generate beep codes if that is what you mean.

unplug psu cable from psu. Clean your ram slots and insert one stick in first slot. Reseat the CMOS battery. Don't forget to unplug you PSU cable from PSU before removing the battery. Make sure you kept the battery out for more than 5 mins atleast. Plug the psu cable and start your pc.
Still doesn't?
insert other ram stick in same slot by replacing previous one. Try again.

I actually forgot that one, so tried an extra 2032...nope, not the CMOS battery :(

The rest have already been done. Can a board be dead to the point it won't give out a beep code? Just doesn't seem right. Capacitor tops all look good on the board too.
