Cant get Steam to run smoothly...

Desktop with 2.6GHz Intel, Celeron Dual-Core Processor, 1GB Nvidia GT 610 Graphics Card, 500GB HDD Hard Drive, 8GB DDR3 RAM, new so nothing else taking up space /memory etc etc
Why wont Steam gaming run ..desktop hardwired to modem. My laptop plays Steam brilliantly in same room via wireless...do I need an upgrade to the graphics card in desktop..if so..which one?
Or what do I do to ensure smooth running of Steam?

I can give you a fix for the lag in game. You can download something called 'Razer Game Booter' It basically gives you more FPS in games. It stops all windows services that are not used and other programs so the game can run as good as it can (more fps).

All you do is download it and install it. Then when you want to use it before you play games you click 'Game Boost' on the program and it will boost your PC to run games better. When your done with it, just turn it off and then windows is back to normal!

If you are still not happy with the performance of the graphics I would recommend upgrading your graphics card to something better that can run more games at the resolutions & settings your looking for. You don't have to spend a fortune to get amazing good quality games on PC.

Your desktop might be too low end for the games your playing. celerons are old and weak and the gt 610 really can run many games smoothly. you'd be better off getting a hd 7770 or gtx 650 and a new cpu, if thats in budget.
