The best build for arma 3, skyrim and other minor games

I want to make a PC that can play arma 3 and most other games on ultra/max with high fps, I just have no clue what's a good build for it.

I only want spend $1500 give or take a hundred or so :)

Well then +1 for Gutlesswolverines build that will totally smash skyrim and arma 3. Depending on what you do with your machine you could consider changing the processor to the i5-4670k as i7's don't massively benefit gaming really. I run an i7 for media encoding more than for gaming.

Definately get an i5 4670k instead of the i7 because the games will not at all benefit from the i7. Also only get 8GB of ram as thats all you'll need. Use the money you save and you can get a 770 instead of a 290x.
