A button needs to be hit twice to work

I need to hit the ' twice or it won't work. When it is hit twice, it comes up as ''. I replaced my keyboard but the problem is still the same.

I have a new PC that runs everything beautifully. Any thoughts?

Go to Windows language options, under the keyboard settings try changing to English US, or UK or the one that you used before changing your PC

Yep, did that. No change. Installed new drivers for the keyboard, also no change. Scanning for spyware but nothing on the drive with the OS. Doubt any issues there....

And it is the same keyboard and same OS as before?

Yep, same as before. But I fixed it. Had to change the locale (under languages) to US. Not just the language and keyboard layout. Weird.
