Random fps drops, very confused

I suddenly drop from 80+ fps to 20 or below randomly in a variety of games. This has been persisting for months and I'm not sure what's been going on.

Specs:
Windows 7 64 bit
CPU: AMD FX-8320 Vishera 3.5GHz
SSD: Kingston SSDNow V300 Series SV300S37A/120G SATA III
HDD: 1 x Western Digital WD Black WD1002FAEX 1TB 7200 RPM 64MB Cache SATA 6.0Gb/s
Motherboard: ASRock 970 EXTREME4 AM3+ AMD 970 SATA 6Gb/s USB 3.0 ATX AMD
Memory: 2x Crucial Ballistix Sport 8GB 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800)
Power Supply: OCZ ModXStream Pro 700W
Graphics Card: SAPPHIRE FleX 100352FLEX-2 Radeon HD 7950 3GB 384-Bit GDDR5 PCI Express 3.0 x16 HDCP
Should mention liquid cooling on CPU. Case has plenty of ventilation.
 
Solution
Do you play on one monitor and leave another screen showing something else like internet stuff or anything? And I agree with what the other guy said, drop down from ultra to very high and see if that makes a difference. What else do you have in your icon tray/running?

Also did you ever set up your own fan speed profile with Afterburner or anything? Is the graphics card overclocked?

When was the last time you took the card out and cleaned it? Dust could be inhibiting fan speed/causing temp increases.

I tried dropping the settings a while back but I still got it
