What should I upgrade? My CPU or my GPU?

I'm not getting that many FPS on GuildWars 2, and with the new mmos like ArcheAge and Black Desert coming out, I want to be able to make sure I can run them on high settings with good fps.
Be aware I'm playing on one screen.

Current Rig:
CPU : intel i5 3450 3.1ghz turbo boost 3.5ghz
GPU : NVIDIA GTX 670 FTW
MOBO: Intel B75 Express Chipset
PSU:Corsair Builder Series CX 600 Watt ATX/EPS 80 PLUS (CX600)
HARD DRIVE: 1 TB SATAIII

Keep in mind im on a budget and am not willing to go above 400$ (shipping, tax included.).

your cpu should be strong enough for something like a gtx 770, a gpu upgrade will gain you way more performance if your cpu isnt bottle necking you which it shouldnt really be

to be honest you don't need to spend nothing since is not worth because what you have is already very good. what you need to do is to tweak the game from the video settings like that worthless antialiasing and shadows that eat a gpu power for nothing. don't get caught in this marketing crap that is now, your setup is good enough for a few years from now. be sure to have at least 8gb ram.

Currently theirs really no need for an upgrade for either the cpu or gpu. I think guild wars 2 is a poorly optimized game, which is why you are getting low fps
