Turbo Boost / High performance clock doesn't initiate while gaming (i5 2500K)

So I noticed that I suddenly had considerably lower frame rate while playing DayZ. Thought it was a Graphics card issue, turns out my CPU doesn't want to go to 3,4 or 3,7 GHz and just stays in the idle 1,6GHz..
I already did a BIOS update, since I thought something went wrong in the BIOS settings, but the system is stable, and goes into Turbo Boost when I stress it (Intelburn for example).
But when I'm playing some kind of game that needs the extra clock, it just doesn't want to.
What should I do here?

EPU was enabled. I turned it off and also disabled the speedstep function.
Now it just stays in 3.3 GHz the whole time. Gaming is better, but isn't this worse then 1,6 GHz while idle?
