Not an specialist. This chip turbo is 3.8GHz, am I right?
So, 4 GHz would be a quite mild and easily to reach over clock. I think that you could reach 4.2 GHz - 4.3 GHz safely and with no hassle. Beyond that, it depends on luck and correct settings IMHO.

Do it step by step starting from 3.8 GHz and you should be able to attain a nice clock! Most people with this processor see no problem topping 4.4 GHz with proper cooling.

The Hyper 212 Evo is insufficient for cooling Haswell much beyond a small overclock. Since all chips are different and there is no correct answer to your question without trial and error all you can do is try and see how far it will go. Literally no 2 CPUs are the same. You might get 4Ghz with that cooler or you might get 4.4Ghz.
