The new R9 line sets it's temperature target to 85c, so that's fine as long as it occurs when you're stressing it to 99-100%. The GPU will overclock based on the temperature, and won't throttle down the overclock until it hits 85c. You can increase the speed of your fan if the heat is bothering you though.

Increase fan from 25% to 70% and only 4c less 
Yeah, that's just the temperature target they set for the card. You may be able to set that lower if it's bothering you. You won't get as big of an overclock, but there ya go lol
