Please help my monitor is glitching

Ok its not my monitor and its not my dvi cords i have a problem when where i have 2 monitors connected to my computer the task-bar area of my screen glitches and it moves up and down a shit load even when like a old TV with bad reception please help i know its either the computer or windows

I have windows 7 and i have one monitor hooked up my dvi and one with hdmi

Do you have 2 dvi outputs on your graphics card? If so, try hooking your monitors up using just DVI connections.

I only have 1 dvi port i wish i had 2 would i need a new graphics card to have 2 because i have been willing to get a new one mines not great

Does your card have 2 HDMI outputs? Or 1 HDMI output and 1 display port output?
