Difference in overcloking potential amongst GPU's .

I just recently ordered the sapphire R9 290 Tri-x and as I was reading up on the reviews I noticed that one reviewer had a very poor overcloking experience. All the while three other reviewers didn't encounter this problem, on the contrary they managed to squeese a pretty decent overclock out of the 290. Is this a common thing amongst graphic cards? If so then let's say out of every 10 graphic cards made how many will have poor overclocking ability?

ok it took me a while but I think I get what your saying, so out of a batch of a hundred cards there could be 1-100 cards with poor oc ability.

There is no set number. It's luck of the draw. What the card comes clocked at is what's it meant to run at. Anything over that is bonus, not a guarantee.
