I have download problems that don't go away with formatting my pc

So, a question...This started occuring recently...I can't download anything from the web...Like, it all goes smooth all up till the last few kilobytes....Then it just stops, and doesn't continue at all....I thought formatting my pc would help, deleting everything, but i was very surprised when i found out that that doesn't do it either :|
 
Solution
If you just google "Unable to download .exe files" a lot of results come up. However, there seems to be many different causes, so you should do a little bit of reading and try to see which solutions would apply to your situation.

P.S. And you should definitely install Avira at least since it's free. Better safe than sorry.

Tried with a few browsers already, didn't work...Just got a "Network Error" on one of my files that i tried to download a couple of minutes ago...Any ideas of fixing it?
As for the network driver, i have Realtek PCIe GBE Family Controller installed...

Try to get latest driver from Realtek for your network card.

If you got a router, check for a firmware upgrade if available.

You could also try to power cycle the router: disconnect power and all cables, wait for 30 seconds and replug it, this will reboot it.

If you got a modem from your ISP you could also reset it.

Weird thing happened just now....While i couldn't download a 1mb file...(which was actually adobe flash player)...I could download a ~7mb file, which was a realtek driver(newer version i suppose)...I'll try to install the current driver i downloaded and hope that would fix it...

Nothing yet...Tried upgrading the network driver, but i still can't download specific files...I'm currently using a linksys spa2102 router, and i don't know how to do a firmware upgrade. Tried power cycling the router too, but still nothing...

I think I found it, it's a Cisco, but they say it's a Phone Adapter with Router:

To update it, the classic method is to access the Router menus and config (usually you type the IP address of your Router in your browser). Then you go to the "Firmware" menu and click on upgrade, it will ask you for the path of the file. But maybe there are alternate methods, if no instruction is included, look in the user manual.

So, tried updating it, but once i type my ip into the file i downloaded from the link, it said "Upgrade failed: No response from SPA"...Tried entering my ip into my browser, but nothing comes up...
 
The IP addtress you put in the browser to get in to the settings pages is the one you see when you go from Start to Run then type
cmd /k ipconfig /all
including the spaces, into the Open box and then hit Enter.

The address you want is described in the command form as "Default gateway" and, typically, will look like 192.168.0.1 or very similar.

Yeah, that's the one i tried, tried it again just now, but it still says it's not available...Downloads seem to be fine on larger files, but files that aren't that big, or any application that has a built-in downloader in it doesn't download it fully

I don't?...
Another problem came up...I couldn't access any website with any browser whatsoever, but i could play a simple game online with other people...No skype either, just that one game that could be played...So, was a hard decision, but made a quick backup of all my needed files, and completely formated every partition of my HDD, except the one where xp is installed...For now i have internet access from my browsers, don't know for how long, but the downloads still freeze up on 99%

If you can't access the config page, how did you configure your router in the first place when you first installed it?

Some Linksys router will use 192.168.1.1 (as opposed to 192.168.0.1) so maybe you didn't use the right address.

Other than that, you should check your user manual for different methods to access the config of the router. Personnally, this would really bothers me.

I believe the ISP service was the one who configured it the first time i got my internet.....I also tried calling and asking for help, they guided me through a few check-ups, and decided it was a pc problem, rather then a problem on their side...I'll see what i can do about configuring the router, but besides that, is there any other solution?

If it's a router your personnally purchased, it doesn't belong to the ISP. Maybe the technician who visited your house to install Internet was nice enough to help you configure it, but it's really not his job. If you call them over the phone, they will only look at the modem and see there's no problem. But they won't touch the router.

As I suggested, did you read your router user manual? It's important you find a way to access the configuration if you want to continue the troubleshooting process.

Actually, the router was from the ISP, they always give one when they start a new instalation on a household...I had one that i bought myself, but i don't use that currently, and it's just the same as the one i was given from the ISP
 
Could you please rerun that command I suggested earlier to bring up the ipconfig then right click anywhere in the black form and press Enter. That clipboards the entire text and it would be helpful to see it. Open a Post an Answer box back here and Control V will reproduce it in that box.

To me, the intermittent nature of the various problems points to a cable issue. If your other router has an ethernet cable in its box, try that one instead. I still like to see the ipconfig report though.

I hate when ISP tries to control everything. Now if there's a problem with the router, I'm sure they're not going to check remotely. It's easy for them to say it's a problem with your PC, but I'm just not sure how much of an effort they made before telling you that. I mean this could be a problem on your PC, that's very possible, but I just wanted to check the router first. If they're the ones who control the router, can you please ask them to upgrade your firmware?

It's strange how the ISP configured your router... Linksys routers usually have 192.168.0.1 or 192.168.1.1 as their address. It's also weird the DHCP server and Gateway are not the same, they don't even seem to be on the same subnet... Unless maybe you're using multiple routers/servers config.

Or maybe you're connected directly in the Internet modem... ?

In any case, if you are connected to the router, you would need to type 10.10.19.1 in your browser to access it.

@Saga....Whenever i type "10.10.19.1" just shows that the webpage isn't available error...As for the cmd, pinging that ip gives me no lost packets, 4sent, and 4 received...
@MC As far as i know, i ain't using any multiple routers, i haven't even messed around with any network settings until this problem came up...
What really surprises me is why i'm not able to download half of the files i want...Some work just fine, and download fast and all, but some just decide to stop 10 or whatever KB's before the end...
 
Whatever you do, don't press the Reset button the router whatever anyone else says. The ISP probably inserted specific logon information witout which you'll go nowhere. In Control Panel>Network Connections>Local Area Connection click on Internet Protocol (TCP/IP) then click Properties.

Put a blob in the radio button for Use the following IP address. In the IP address field type 10.10.19.30 then place the cursor into the Default Gateway box. The Subnet will have completed itself. Type in the gateway - 10.10.19.1 then repeat in the Preferred DNS server box, click Apply and OK your way out. Restart the computer and see if you can get online using Internet Explorer.

EDIT: Second thought - having done all that, it's as well to go into Control Panel>Internet Options>Connection tab>LAN button and if there's a tick in Automatically detect settinmgs, remove it, Apply and OK.

After i typed those ip's, i got no internet at all....so revered it back to automatically detect the settings, but still can't download some files...The last one i tried was a ~45mb file, and it stopped at 4.5mb's, then went up from 15secs remaining, up to 6mins, and the time left just dissapeared.
Tried unchecking "Automatically detect settings" from the Connections Tab in Internet options, but still nothing

I would call back your ISP support line. Sounds like your router is not properly configured, I find really strange that DHCP server and Gateway are different when you type ipconfig /all, both should be your router address. I would also ask them to upgrade the firmware on the router just in case.
