Solved

My 120 Hz monitor is only running at 60 Hz.

I have an ASUS VH238H and the max refresh rate I can set is 60 Hz but it is capable of 120 Hz. I am connected to a GTX 660 Ti using HDMI. Whats the issue? Do I need to use DVI to get 120 Hz?

DVI-D or displayport to get 120hz, hdmi only does 60hz. The DVI-D cable should have come with the monitor.

Only a VGA cable came with it. Would any cheap DVI-D cable work? Are they all mostly the same?

I'm using this Displayport cable for my Asus VG248QE: http://www.amazon.com/Cable-Matters-Gold-Plated-DisplayPort/dp/B005H3Q59U/ref=sr_1_1?ie=UTF8&qid=1390272383&sr=8-1&keywords=displayport

Any DVI-D cable would work like this one : http://www.amazon.com/Cable-Matters-Plated-Ferrites-Copper/dp/B007NJ0S1W/ref=sr_1_5?ie=UTF8&qid=1390272366&sr=8-5&keywords=dvi-d

I like Cable Matter's cables because they all are high quality and don't feel super flimsy but any cheaper one will do the same thing.
  4. That monitor isn't even 120hz. You cannot get 120hz unless the monitor supports 120hz.
