Could use some help picking a CPU cooler

Well, i would seem I can't get anything more out of my AC Freezer 13 (which I dragged over from ye olde Core 2 Duo E4500, I got it on discount) so I'm looking to get a new cooler. I keep my FX 8320 at 1.392V (4.51GHz) at which it reaches around 56-57C under load with the Freezer, brushes against 60C during software compiling.

However, since the computer component market here sucks, the best CPU cooler I can get is the Scythe Mugen 4 PCGH Edition which I can't find any benchmarks on. There's also Ashura but from what I've seen in SilentPCReview, Mugen 4 runs circles around it with nearly 5C difference (they cost the same). And I'm not really sure how either would perform on an overclocked FX 8320.

The best I can find is a review on TechPowerUp on Mugen 4 (assuming the performance is identical to Mugen 4 PCGH) which claims it performs on-par with Noctua NH-U12S in regards to cooling an i7-4770K. There's also one on SilentPCReview (also Mugen 4) that shows it outperforming Ashura and going head-to-head with Noctua's NH-D14 with 2x140mm push-pull configuration (I have my doubts about that last one, I know what NH-D14 is).

Mugen 4 uses a single 120mm 1600RPM GlideStream PWM fan while Mugen 4 PCGH uses 2x120mm 800RPM GlideStream constant-speed fans. Lack of PWM is irrelevant, if I want speed scaling my GA-970A-UD3 has voltage fan speed regulation, but this thing doesn't need it. My guess is that the performance is roughly the same between Mugen 4 and it's PCGH equivalent, and I like the fact that it's pretty quiet with it's 2x120mm push-pull (heard it, love the sound, or lack of one at that). It's price is ~$71 so it's just a tad expensive.

My other option is water, something I don't really want in my PC since I've seen what happens when it leaks, and because it would cost me an arm and a leg. Even if I do want to go with water, the only option that can fit in my case without modifications (I don't want to change the case) is CoolerMaster Eisberg 120, 30mm thick version since 45mm are not available (and never were).

That hing is noisy though, I heard it and it's pump sounds like a car engine. And again, I'm not sure how it would cool an overclocked FX 8320. Price is ~$132 which is the thing I dislike most about it, I doubt it would perform so much better than Mugen 4 to justify 2x the price. I don't like it, but I may consider it if it actually performs for that price point.

All in all, being pretty much clueless about cooling (I can pick electronic parts but have no experience with coolers), I can safely say I got no idea what I'm doing. I'm thinking about getting the Mugen 4 PCGH but I may as well be making a big mistake. So yeah, I could use help with this, I don't want to spend a lot of money on something that won't perform well. All input is welcome.

It perfectly works with FX 8320, I have the same CPU and I use 2x120mm Corsair
When it comes to pricing it will be over $120. If you need good performance I would not ask you to see the cost ;)

@Rams As I said, I won't be changing the case so the water cooling kit that can fit needs to have a single 120mm rad. Cheapest case that can accommodate a 240mm rad costs ~$142 around here, which leaves me with no money what so ever for a cooler.

Regardless, Corsair coolers are unavailable here, the only cooler in stock is the CoolerMaster Eisberg 120 and the guys will get their stock replenished in a time frame anywhere from 1-3 months. No hardware shop in this country can import merchandise by themselves (some legal stuff) and must rely on an import company which does the job badly, orders a very small selection of hardware, and vendors pay high prices to even get the hardware.

And even so, I would still prefer air cooling, water is the last option and only if it justifies the price.

I thought about ordering from eBay/Amazon but that is impossible, with import taxes a $80 H80i would cost me ~$180. Highest product price I can import without being slapped by 125% in tax is $25, and I can't get anything even remotely good for $25.
