Personally I would go with a I7-4770, It has 8 Cores as well (4 actual and 4 virtual cores) and most Mobo's that have some kind of OC function to them will come with an XMP profile that will OC the thing to 4.6GHz with ease. The Intel CPU will also run cooler and use less power then the AMD CPU. I would also go with some RAM that is from a more reputable company. The RAM I have listed below is a name brand and is also able to OC up to 2133MHz over the RAM you had selected at 1600MHz. Having a higher OC'able RAM will improve performance and get you a better/more stable OC. Unfortunately there are a couple of other things I would change on your list, but you apparently aren't able to buy 690's over there and don't have the Cooler Master...

I'd disagree.
A 780ti would get you to the same place for half the cost.
With a budget of 8K i'd put cash on the CPU not the monitor. 6 Core Intel EASY
Faster,tighter RAM
$600 on peripherals? If you suck at a game the keyboard won't help.
Not exactly sure what you need 8TB for,personally if I bought a 1TB SSD, i'd just RAID it and call it a day.
Why didn't you spend the other $2000?

Just my opinion I hope it doesn't come out harsh.

To me though the biggest question is that if you are going to have that big of a budget, and have TWO 6GB Titans in your system, then why would you not go with 3 of those monitors? The Titans would be more then enough to run 3 monitors at that resolution. Also if you are willing to go 2 inches smaller in your monitor size then you could bump up each to 2560x1440P and still be able to run a 3way monitor setup just fine. Only real issue with my recommendations (if you use all of them) is that it would basically eat up most if not all of your $8k budget.
Anyway here are the 3 parts I would switch out.

I have to agree with drbones on the 4770. I had the 8350 and when I "upgraded" to the 4770k, my fps went through the roof. On average I could get more than 60 fps in most games on the highest settings, but with that baby in there my fps in Arma3 went from 55 on max settings all the way to 82. My Battlefield 4 went from 75 to 100+. Its one hell of a processor, and I would really recommend it.

The "best" system is a bit difficult to pin down as it begs the question, "Best at doing what?". Gaming and workstation systems are quite different for example, and within the workstation world, the systems for scientific/ programming vary in the hardware from imaging and design / entertainment content systems.
