8GB Flash Drive reduced to 4GB Capacity after Reformatting

I backedup computer files on brand new 8GB flash drive, ran out of room, reformatted based on SanDisk's instructions:[http://kb.sandisk.com/app/answers/detail/a_id/312] choosing ~8GB capacity, FAT32, default allocation size, and quick format

then free space became 49% at ~4GB capacity. Read forums, but nothing seems to be apropos.

On Windows 8: Computer-->(System) Manage-->Storage-->Disk Management, it shows a Healthy Status (Primary Partition) with everything being blue. Black is for Unallocated, but I don't see any black. I don't see any other unallocated or additional partitions so why waste flash drive life by reformatting again if I don't have to? (Then again, where should I look if it is not on this screen? )

How do I get back the other 4GB? Help, anyone? TY.

Perhaps this Sandisk flash is different? I followed the instructions on the Sandisk website cited above which stated up to 128GB use FAT32 and 256GB use exFAT. Now what do I do???
