getting very low FPS in all games

so i have a pretty strong computer, but i keep getting low FPS in a very strange situations. it happens on all games.
my pc:
core i5-750 2.66GHz
8GB RAM 1333MHz
1000W cooler master PSU
GA-H55M-UD2H motherboard
Gigabyte Radeon R9 290 4GDDR5 windforce
Sapphire HD6850 1GB (no crossfire. it is used for mining litecoins.)
windows 7 64 bit ultimate
not so new games such as AC2, AC2B, AC2R, AC3, just run on low FPS, 30-31FPS when i look foreword in the game, but when i look up/down (to minimize items on display) i get 60FPS. when i reach a place with not a lot of objects on screen, and look foreword, i get 42-45FPS.
all games are installed on the same HDD as the OS if that matters. the really funny thing is, that i recently bought the R9 290, and it was exactly the same with my HD6850.
when i bought the R9, i connected it the the PCI-e x16, and the HD6850 to the PCI-e x4.
catalyst software fully updated.
tried closing the mining software, so success.
changed in-game setting to lowest graphic settings, with 1920x1080 50MHz resolution, with no success. also tried lowering resolution to 1600x900 50MHz. nothing...
CPU is properly cooled (less than 40c during stress).

no. when i mine, i'm not using the computer at all. when i play games. i keep the mining software to operate only on the HD6850' and play through the R9 290. i tried to shut down the entire miner when i played - no results. i should have mentioned that it happened with my HD6850 even before i started mining at all, and this GPU is already the recommended requirements for all my games.
 
If your temps are going over 70C, my friend had the same issue - using the stock cooler with his i5-750 eventually caused overheating and throttling. Get a replacement CPU cooler or clean the dust out of yours and apply some good thermal paste, like Arctic Silver 5.

Also, your CPU isn't the best for the Anvil engine - and draw-distances are rough on any CPU.
