What is the reason for the reinstall?
If the system can only run XP its time for a new one because its too old and faulty (or will be), if it can handle Windows 7 or 8 time to move up (after hardware tests)

Make sure the roms are on seperate ide channels.The irq's are probably getting confused and make sure you power supply is powerful enough to handel the load.

I have faced this problem on many PCs, some with pata HDD n some with SATA, and yes they r on different channels, this problem does not happen if i load xp with pata ODDs, the reason still some of my clients use xp is that there jobs r not so hardware demanding like data entry, BPOs, etc., n so with low hardware resource (1gb,80gb,2.66) i have to install xp..
