Low GTX 780 clock speeds

So I, recently purchased an EVGA GTX 780 FTW edition and it seemed to be running a bit slower than expected on some games like Bioshock Infinite and Battlefield 4. Using the nvidia performance monitoring software, I discovered the gaming core clock speed to be 575 MHz which should be 980 MHz, and the memory clock was 3004 MHz which can be 6008Mhz. I have the latest driver (332.21) and was wondering if there was a simple way to get the most efficient clock speeds.

Looks like it is supposed to be factory OCed, and it has never gone over 35 Celsius.

I'm having the same issue. I'm new to PC building so i havnt used any of this software. any chance you could explain what you did to change the clock speeds?
