GPU under load makes a buzzing sound and stutters in a loop.

Hi all.

Recently I built a computer that included a Powercolor 7970 (http://pcpartpicker.com/part/powercolor-video-card-ax79703gbd52dhv3). Yesterday, I switched a TV (DVI) for my older monitor(HDMI) so I could get 1080p. I had just bought a new HDMI for my TV, and it seemed to work like a charm. A couple hours into playing under load, my computer completely freezes. I had to hard reset the computer but it seemed to be fine. A few hours later however, the computer froze again. I concluded that it was just an issue with the input and would try switching back to the old monitor in the morning.

I switched the monitor and plugged everything in okay (I did not turn off the computer before doing so, I switched them while my computer was asleep). I went to play a game, and now it is making a buzzing sound that seems to be on an interval. Every 5 seconds or so, the card stops buzzing (for like a millisecond) and the game stutters with it.

My temps in the computer are fine. My CPU never goes above 40C and the GPU hasn't hit 70C. The noise stops when I am just browsing the web, even if I just alt-tab out of game to check temps. What do you think the issue is?
