How to Reset Permission to Default

So, I'm having a lot of problems that may be a result of messing around with permissions. I'm not sure if that's the case, but I can't troubleshoot past it. I've followed this guide: http://www.bleepingcomputer.com/forums/t/509474/reset-all-user-permissions-to-default/ exactly. My reset.cmd file just closes right away. So, I have two questions: How would I fix that? If I can't is there another way to set all permissions to default? Re-formatting might solve it, but I would really like to avoid that. Also, I do not have a restore point to use.

1. Click on “Start,” and then click on “My Computer.”
2. Click on “Tools” located in the menu bar at the top of the “My Computer” window.
3. Click on “Folder Options,” and then click on the “View” tab.
4. Click on “Restore Defaults” to restore the default file and folder permissions.

Wait while Windows recursively applies the specified permissions to all sub-folders and files
