I am currently running Ubuntu 13.10 on my PC. When I open your website http://www.tomshardware.com on Ubuntu, it shows in a view similar to Android smartphones. But the same website view in a different manner when I open it on Windows 7.
Is there any way of solving this issue?

Well, there is a global variable in PHP, for example, that gets user information: $_SERVER. Using $_SERVER['HTTP_USER_AGENT'] the website gets ur browser, O.S, and other. What the webmaster can do is send you for a different page depending of your specs.
But, the majority causes of the problem is your resolution.
