IPS VS TN monitor HELP urgent

So i got my build all setup and stuff and ive been using my Brother's TV for gaming (Yeah i know it sucks but i didnt have any monitor to set it up with)
Now i am thinking of buying a monitor in the reasonable price range (Dont want somethign over 200 euros unless its Chuck norris' level of amazement) i have been looking at monitors and stuff and my local retailers have good IPS and TN monitors from samsung and HP on display, and i might even be able to get an Asus one, thinking of a 20-24' one
My doubts are:
-What are the difference between IPS and TN? Gaming wise, i dont care about using CAD, sony vegas or any photo editing i just want something for gaming, something that will run games well.
.I have heard about input lagg on IPS monitors being bigger than on TN, can someone please explain what this is? and if its really that big a deal?
-Heard IPS have better colors and TN have fasters speeds but i will be running @1080p and all i want is a 60hz monitor so is the TN's speed relevant here?
-I am not sure this matters but i am used to a laptop (I have a Sony Vaio one)
-Can someone also tell me some things to look at when buying these monitors?

gaming wise, TN is more preferred due to lower input lag and more fluid picture.
IPS does give chuck norris level quality colors and visual, but tends to not be as fluid and has a higher response time.

for 1080p gaming, i would suggest the asus 23 inch one.

if you tend to watch a lot more movies than you do gaming, then i would suggest finding an ips panel

no i will not be watching a lot of movies on it, i got a TV on my living room where i watch movies, this is a strictly gaming PC
Can i just ask u why u picked that monitor?

Gaming wise if you play alot of Fps shooters I would go with TN cause they are faster and can give you an edge, but IPS monitors give accurate and beautiful colors which make games look amazing at high resolutions, and if speed isn't factor for you then get a IPS if you can afford it, but if you can get a IPS monitor with about 1-2ms response time at 60-120hz and can afford it why not game fast and beautifully.

My problem is i am only going to spend about 100-150euros on my monitor because i dont have any more, i could consider going for a 200 euro IPS but i have heard the faster IPS monitors are very expensive.........
My problem is i love when i play like Skyrim and all that and the environment is amazing but i also play a lot of FPSs, i play about every game type there is, Was looking for a solid balance in between
Or if u could point me towards a good IPS monitor that would bridge that gap i would apreciate it :) 
By the way the 60hz thingy was something i never understood, if i am playing BF4 getting 60fpss and have a 120hz monitor wont my monitor run ahead of my GPU and start producing repeated images and tearing?

This is the fastest/Cheapest IPS I could find in about 5 minutes. They are out there but this has 5ms, honestly if you arent playing competitively, and are all about fun and don't own a Shit bucket so you can get better at battlefield 5ms isnt all bad.

Honestly I like a TN monitor but thats just me.

I am not gaming competitively i just want a lagg free, and good gaming experience, i dont want every frame to be perfect, if its a small lagg i wont notice i am fine with that, just dont wanna break my keyboard with the rage of a Death by lagg
U mentioned you had a TN; do u game a lot? is the colour difference that noticeable?

I don't notice a difference not enough to buy a IPS.....yet. I think if you adjust your color settings to what looks good to you, I think you will be set to go.

The Asus monitor is fast, Cheap, and Good lookin. Not a bad choice in my opinion

Because in my country the VX series is the only one that seems to be avaiable, got another question between the one above and the
"T" Model ( http://www.worten.pt/store/monitor-led-asus-23-vx238t.h... )
The "H" version i need to order but the "T" one is at my local retailer.
Do u think i should get the one i linked first or the one i linked last? are they very different?

ASUS VX238H Black was the monitor that I was trying to figure out if I was going to get rather than the Asus I have now. In the end the VS23H8 was on sale so I went for that one.

out of the two I like the VX238H it has a 1ms response time and the added benefit of having built in speakers

The biggest problem is the numbers they give you are just not very accurate.

Example:

Notice all those IPS variants with very high response times? Though most numbers given are for gray to gray, which is the best case scenario. White to black is the worst (not sure if Black to White is easier or not).


Now that is a lot of latency differences too.
