Tried to install Windows Vista onto new hard drive and it did not complete for some reason

I have a Dell Inspiron Laptop with a a new hard drive and tried to install Windows Vista via disk. It went through about two hours of saying it was installing and then went to a blank black screen. I restarted computer and it came up to Windows Error Recovery screen with the following message: Windows failed to start. Hardware or software changes may be the cause.
It tells me to restart my computer, insert Windows disk and select language, blah,blah
I following those steps and the same screen came on.
How do I get the Windows Installation Screen to reappear so I can try it again?

Verify the DVD drive is first in the boot order.

Are you using a retail or recovery disc for the install?
