That's true. But the rest of his system isn't. It's easier and cheaper to upgrade/add RAM than it is to buy a new GPU. A balanced system is where you start.
TheAnonymousGamer, there are a few things I would change. First, the PSU. Not because of what it supports but because it's not modular. A modular PSU is one that you only plug in the cables you need. With non-modular PSUs, all the cables are connected and if you don't use them, they're just sitting in your case. You already have a small case. The less cables you have in there, the better it will be for air flow and keeping parts cool.
Second, you can save money by purchasing the i5-4440. You won't be able to tell the difference between that and the 4670. That's 20 quid there.
8GB over 16.
Here's what I think would serve you well. I put a Z87 motherboard in there in case you wanted to upgrade down the road and get a k-version Intel. If not, just swap out the Z87 for a H87 and pop a 760 GTX in there (unless you want to spend the extra 35-40 pounds for the 760 in the first place).
