connect fax device to secondary phone plug without dial tone detected

Hi,
My problem is that in my apartment, as in most, I have more than one phone plugs. I am trying to install a new printer-scanner,fax machine to a secondary phone plug and the fax test gives me an error of "No dial tone detected". I have tested the equipment at the main phone plug at my living room and the device is working fine.
At the secondary phone plug that is in my office room, I cannot get a dial tone. The plug is working fine, since at that plug I have connected my ADSL router. I have tried to connect the fax machine directly to the phone plug, disconnectng the router, directly to the plug using a filter, using an ADSL splitter, using ADSL splitter and a filter and at all times the result is the same.
I have opened the plug in order to see if one of the cables is not connected correctly, but they are exactly the same.
Any ideas?

Did you try plugging a phone into that line just to make sure it gets dial tone? It will most likely need a filter. If the phone doesn't work, the fax certainly won't work. If the phone line doesn't work with a regular phone, you may want the landlord/surpervisor look at it for repair.
