The title says it all, I am really new to PC building and don't know or realize how much I can REALLY get out of the 650$ i'm willing to spend on the system. I really want it to play games on 1080p, High (or highest) settings with at minimum of 60 FPS. If this is possible I really would like for it to be under my price mark, 650$, if not I could spend an extra 50$ IF NECESSARY only. Please and thanks everyone.

Do you need to buy an OS? Do you need a monitor that runs at 1080p?

If you want a minimum of 60 FPS on max settings, you're SOL. I am saving up for dual GTX 770s (well over $650 for both alone) just so I can do that at 1080 because I am VERY picky about framerates. An average of 60+ FPS is much more doable on medium-high but perhaps not ultra / highest.

No, I forgot to mention all the money is going straight to the build, no keyboard/mouse/monitor/OS ; as I already have these. Although I'm not too sure on my monitor's native resolution, as my dad is giving me his spare and doesn't know anything about it. :p

I don't need or want Highest/Max settings, if it's available then I don't mind, but honestly normal-slightly high settings will do as long as I get more frames, as I prefer performance over graphics.

Here is a suggestion. Its includes os so if you dont need it spen the left over money on somehing like an aftermarket cpu cooler. Its not 100% neccecary, but id say its never a bad investment and definately good for your pc!

CPU: AMD FX-6300 3.5GHz 6-Core Processor ($109.99 @ TigerDirect)
Motherboard: ASRock 980DE3/U3S3 ATX AM3+ Motherboard ($69.99 @ Microcenter)
Memory: Corsair Vengeance LP 8GB (1 x 8GB) DDR3-1600 Memory ($69.99 @ Newegg)
Storage: Western Digital WD Blue 1TB 2.5" 5400RPM Internal Hard Drive ($72.28 @ OutletPC)
Video Card: Sapphire Radeon HD 7870 GHz Edition 2GB Video Card ($192.55 @ Newegg)
Case: Cooler Master Elite 431 Plus (Black) ATX Mid Tower Case ($50.98 @ Newegg)
Power Supply: Corsair Builder 500W 80+ Bronze Certified ATX Power Supply ($44.99 @ Microcenter)
Operating System: Microsoft Windows 7 Home Premium SP1 (OEM) (64-bit) ($86.99 @ NCIX US)
Total: $697.76

Keep in mind prices vary from place to place and day to day. Also this is for self building. I put in win 7 because.. well not sure why but 8.1 is just as good if not a bit better and only a couple of dollars more. Imlike win 8.1 but many for some reason hate it, your choise.

I'll use the money from the OS towards an aftermarket cooler and a slightly better PSU. Thanks for the build, I'm going to order the parts soon.

@Finidi
I'd say that's a good build, but I would get a GTX 660 graphics card instead. Nvidia cards rely less on the CPU, and that CPU isn't overly fantastic. Maybe get an FX-8320 if you have a bit more in the budget for it.

i would get an r9 270x over a 7870, the r9 is a newer chip, but basically the same... or go with the 660, both are good options..

Thanks man, I'm getting the r9 270x instead. If anybody else would like to recommend any better parts listed in the build, please do so!

Lovely how community works. Together we will get you a good pc :)
The story about the 660 is quite good 2 though, it IS less hard on your cpu. You could go with that or upgrade your cpu. But that aint a must, it will do great as it is with the 270(great for the pricepoint, not in 100fps in bf4 on ultra xD)

Alright guys, so I met my 650$ budget putting together these parts:

Is this ready to be built? So I can order the parts online ASAP.
yeah, it looks good but i want to make one more suggestion, the FX 8320 is at 134$ on amazon, for the 20ish$ difference you could get the 8 cored version.. which is a hell of a deal..

Thanks, but I personally don't need or want 8 cores, I'll stick to my fx 6300.

I will go for this:

[Processor] AMD FX-8320 3.5GHz/8MB/2600MHz (FD8320FRHKBOX) sAM3+ BOX
[Motherboard] Asus M5A97 R2.0 (sAM3+, AMD 970/SB950, PCI-Ex16)
[Cooler] DeepCool Iceedge 400FS
[PSU] Chieftec CTG-600-80P
[Memory] Kingston DDR3-1600 4096MB PC3-12800 (KVR16N11/4) {x2}
[HDD] Western Digital Blue 1TB 7200rpm 64MB WD10EZEX 3.5 SATA III
[Video] PowerColor PCI-Ex Radeon HD7870 2GB GDDR5 (256bit) (1030/4800) (2x DVI, HDMI, 2x miniDP)

AMD FX8320 actually the same Vishera as 6300, but includes additional 2 cores as 8350. It will be better for few next years.
