Idiots Crashing my Server/Ways to boost bandwidth

Hey guys! I currently host a public republic commando server and this idiot keeps joining and spamming the server log. He has multihack and unfortunately, i can't babysit and he can change names. I don't know how to ban ip nodes. I also forgot how to ban people so i look stupid in the video he posted on youtube. All commands have to be preceded by a / which is quite important. Stupid admin patch. Is there a way so that i can make it so he can only use up so much bandwidth and it'll only make him laggy and not everyone else? It's tempting to get the same software or have one of my friends write up the code and show him what it's like, but i will refrain for the time being.

About bandwidth. My dad is paying for 512 kbps of upstream speed but i think i have like 3 mbps of download. IK upstream is important for servers, and according to the manual, i can host up to 12 people on that much bandwidth. It says i only have .41 mbps and i'm hoping to get that last little bit of bandwidth which will allow me a couple more players at least. In other words, i'm looking for little tweaks. If there are no tweaks other than taking away windows reserved bandwidth which i already did, what other good providers are there in the Sacramento area in California?
 
Only way to boost your bandwidth is to pay for more of it.

I've never managed a republic commando server but there should be scripts around that automatically block a user from spamming the server every X seconds.

Dunno if this game has unique ID for each user, if so, you could use that to ban the hacker, there might as well be some anti cheat software that could be use in the server to prevent further abuse from these hackers.

All in all... you should try to find out about such scripts and anti-cheat software for your server.
 
I don't know what you mean by "ip node" in this context. If he keeps changing his IP address and his username then all you can do is chase the addresses (or put a block on a range of addresses). You either have to have some way of uniquely identifying him or narrow him down to a limited set of possibilities.

Another possibility is to allow only users who have preregistered with you. It wouldn't stop him registering a new name, but you could quickly dispose of offenders. Surely it can't be that difficult to find out how to allow only approved users.
