Very Poor R9 290X performance

So Recently I upgraded from a GTX 660 to a Sapphire r9 290X expecting to say a drastic improvement in my gaming, However the improvement is very small and even worse in some cases. First thing first my specs

AMD FX 8150
Sapphire R9 290
700 watt apevia power supply
asrock extreme 3 mother board
500 gb hard drive
and a 250 gb ssd

Now when I first got the card the performance was simply terrible BF4 at max setting spiking from 2 - 60 fps. Now I've completely rebooted my windows, updatet to cataylst 13.12 and the benchmarks did not get much better

Saint row 4 at around 40 fps average
Battlefield 4 spiking around 50 fps
I even tried calling sapphire 3 hours later Im still on hold. I run the fan at about 70% Its not overclocked and my cpu usage maxes out at 40%

Something interesting Iv'e noticed in msi afterburner is that the GPU usage is spiking very quiclkly from 100% to 0 and back up, does anybody know what I should do

Very possible that PSU shaped doorstop is not providing enough wattage or providing very unstable power causing the GPU to throttle. Apevia makes very poor power supplies, and thats where I would start before it catches fire. Buying a low quality PSU is a good way to ruin a system.

Thank you for noting this, I was thinking about returning it and switching to a 780 do you think that would still require a better power supply? If so could you recommend one?

You can't just go by the wattage of the PSU, you also need to look at other areas like how many amps it can deliver on the +12v rail(s) and the quality of the parts it uses. A quality 600w unit would work great for your build. For brand i tend to stick with Seasonic, XFX, Antec, and Corsair(non cx models). Here's a good list to refer too

Notice apevia is ranked tier 5 and its suggested if you have one to replace it asap.

still i guess your psu wouldn't sufficient enough to power the monster one GTX 780. It really need a good PSU with good single 12v rail. Watt information doesn't always give you the best result. It also depends on Brand, and eficiency. At least you have 600w very good PSU. Seasonic usually give the best quality product it also powered the corsair brand PSUs (AX type). I prefer Super Flower because it give the best feature for the buck.
You didn't mention your budget, so i give you the best i thought.
-Seasonic X650-80+gold-Modular.
-Seasonic G650-80+gold-Semi Modular (option if your budget couldn't afford the X series)
-Corsair HX650-80+bronze
-Super Flower Golden Green 600w-80+gold
Thats all i can suggest for $150 range PSU because i dont know your budget limitation.

Also another question, I have been using this power supply for quite a while with both my fx-8150 and gtx 660 oc. Is there a chance I already may have damaged somehting?

Thank you for all your help I also was wondering about something else I was looking between two power supplys, specifically the hx 750 and the CX750 and was not sure the diffrence other then the price diffrence It does appear that one has eps12v and the other atx12v, Could I have more information on that?

The corsair HX series except the 650 mostly made by seasonic as i remember. Seasonic is one the best PSU maker out there. For the quality HX series which is made by seasonic is far better than the CX which is made by channel well.

Post a screenshot of your afterburner 3d core clocks, when gaming. I have a feeling you will be getting core throttle.

Powertune is lowering 3d cores instead of increasing the fan speed at the moment, its favoring low noise over performance.
