IS this really a 500W PSU

Its because I am buying an Zotac 560ti GPU that needs a minimum of 500W PSU and this PSU:

If you look at the fourth image, (you can zoom twice if you on it) says 480W on the 12V, what does that mean? is this okay?

Yes it's a good power supply with more than enough power to run a 560 ti.

Has 40 amps on the 12v rail and the 560ti only needs 31 amps on the 12v rail.

From the looks of it, yes, it is. The 480W on the 12V is combined with the 5V 20W output to make 500W (I'm pretty sure). However if you want a really stable, well built, and reliable power supply (not necessarily saying this one isn't), I would suggest something like this -

although it is very pricey SeaSonic is renowned for making some of the best quality PSUs on the market.

Yeah but that is really expensive hehe... That is why i went with an Certified bronze, is that okay?

Yes the EVGA 500B is a great unit for the money , it's solid.
