Need help to fix an upgraded OEM product

I have recently upgraded some bare components of an OEM HP, but have been experiencing problems..Hi, I have recently built a new computer that after weeks of tinkering with just refuses to work.
The problem happens when I insert the Gpu, the computer doesn't recognize it. I am using an apu for testing and bios manipulation, but when I have my CPU and GPU in the computer all the fans spin, there are no post beeps, but no image is created on the monitor. The PC is built upon an OEM HP which I used the Mobo, OS, and harddrive from. Before I upgraded to windows 8.1 the system ran fine, but now there is no image available at all.
My Specs:
CPU: Amd X4 750K
GPU: Sapphire 7870 ghz
MOBO: MSI MS-7778
PSU: Corsair CX600
HDD: WD 1 tb Caviar Blue
SSD: Kingston 120gb Hyper X
Ram: 6GB Mushkin 1600hz
OS: Windows 8.1
I have followed suggestions on here and put the PC on Legacy mode, which didn't help. I have downloaded the CD drivers for the GPU and I have downloaded the newest drivers online. No matter what I have tried it doesn't want to work. Thank you, for any help or suggestions.

The pc,with the gpu, ran fine with windows 8 installed, but when I upgraded to Windows 8.1 it wouldn't work. So yes, the GPU did function before the upgrade to windows 8.1. Sorry for the confusion, and thank you for the speedy response.

I would say then that the GPU drivers are poorly/ not optimized for windows 8.1

I notice that in the specifications of you motherboard, integrated graphics and PCIE graphics cannot run together. I would suggest loading into windows via the integrated video (with the new GPU unplugged from the motherboard), changing the settings of automatic updates in windows to ask you before it downloads and installs them. Then un-install the integrated graphics drivers, power down, re-insert your new GPU, boot into BIOS make sure it is detecting the new GPU then load into Windows and install drivers for your new GPU that AMD recommends as compatible with Windows 8.1
