I purchased a Corsair 750d and when I opened up the brown cardboard package I only received one motherboard standoff. Is this normal?

Yes, in the manual, one standoff is only included. http://www.corsair.com/en/media/cms/manual/OBSIDIAN_750D_InstallGuide_revAB_Web.pdf
