R9 280x not displaying nor lighting up mouse and kb!

I recived my R9 280x yesterday from VisionTek, and since then, Ive been trying to get it to run. When turning on my computer, the GPU turns on and the fan spins, my mobo's LED lights up, and the PSU is working.

The only thing is not working is the keyboard, mouse, and my two monitors.

My specs are:

CPU = fx-4100
Mobo = msi 970-g45
Old GPU = Radeon 6858
New GPU = R9 280x
PSU = Corsair RM 850
Ram = 2x4 corsair vengence

At first, I thought it was my power supply being to low, so i went today and bought the RM 850 above. no display or lit up LEDS on my mouse or kb.

So i tested my ram, made sure everything is running correctly, and plugged in tightly. All seemed good, yet, same issue.

When switching back to my old gpu, 6850, everything works fine. Both monitor turns, and kb and mouse works.

Now I'm at a point where I think the video port is just bad on the R280x. However... whats the chances that both the DVI and HDMI port are duds right? At the very least, one should work.

As for drivers, I did uninstall the old cat. driver, and so that should not be conflicting anything at all. Since my CPU is a 4100, i dont need to go into bios to switch the onboard video off, since my cpu do not have its own stock gpu. So thats another elimination of possible problems.

Anyways, hopefully someone can assist me on this. Ive been racking my brain on this for two days already.

Oh, and its not bad ram, as both work flawlessly on the old gpu.

I don't think that's it. But if it is an IRQ, how would I check and fix it if I cannot even see any display on my monitors?
