Good GPU Brand?

is this a good GPU? (will be playing modern games with hopefully high settings)

I am worried about getting this for a $500 build because most reviews say the fan rattles... but if its a quiet rattle i wont mind. If its a issue that can break the card is what is worrying me.

if you have any input on this card please help! I am getting this one over the R7 260x if this is a good card.

I would recommend a brand like MSI, Sapphire, ASUS, (I have an HIS card, so I have had good luck with them), EVGA, GIGABYTE. I have never seen a powercolor but you could definitely get a better card with a higher build quality.
