Old PC into USB HDD

I got an old PC that works just fine, and it has about 750GB HDD inside of it, but I would like to make it into an USB HDD. Not a portable one, just one that can connect to other console/PC.

Well if it's a SATA drive I recommend an external dock.

Yea that could work since they are SATA drive, but I'm trying to see if it would work without me spending that extra money.

Ok, if you don't want to pay money then just put the drive into another PC that accepts SATA hard drives, easy...

The problem is that there's no more spaces in a console or my PC. I'm looking for it to be either a USB HDD that I can hot swap into anything and act as external HDD or I guess a network HDD if that's more feasible.

Still though, I am hoping for something like if I just plug in a USB cable to both the old PC and the one that needs storage. And then the console/PC would recognize that old PC as a storage device. My problem is that I don't want to purchase an external enclosure, I'm wondering whether a connection between the two devices can make it work, or am I just talking about the new bi-directional USB 3.1 that's still not out in the market.
