Windows 8, Core Parking, and Gaming

So I have an AMD-5750M laptop APU, and while playing crysis3 with many enemy elements on the screen, I get micro-stuttering issues.

First of all I would like to know if these are indeed still caused by Core parking, or has Windows 8 fixed those issues?

Secondly, in AMD CCC, I've set the minimum CPU frequency to 1.8GHz, up from 1.4GHz. CPU-Z also confirms that the CPU doesn't clock below 1.8GHz anymore. However, in Task Manager, Core 3 and 4 still enter into a parked state when idle!

I was under the impression that CoreParking could only take place at the lowest multiplier state(ie, 1.4GHz for me) of a CPU? Am I wrong?!
