I can't figure out what's bottle necked me!!!

I'll start with the PC specs:

Intel Core i3-2100 @ 3.1 Ghz Sandy Bridge
2 x 4 GB Patriot RAM @ 1333 Mhz
GTX 660 Factory Over Clocked to 1652 memory and 1046 engine (1111 Boost)
Seagate 500 GB HDD 7200 RPM
Antec Earthwatts 500 watt Power Supply (2 years old ~)
Some El-cheapo Intel Mobo Socket 1155 ( 1 PCI-e socket )
Cooler Master Mid-Tower case ( well ventilated; one exhaust fan )

My problem is in Tera when the going gets tough, the fps gets going. In heavily populated areas fps drops to 15ish +/- . On the other hand, 95% of the time, the FPS will be 40-70+ which is great. But I'm particularly annoyed in PvP battlegrounds when you've got 25 vs 25 in a siege battle. I need those fps's man :( . Here's a screenshot of myself in a heavily populated area in Tera online experiencing abnormally low fps. I've been standing here taking readings for about 20 minutes. I have GPU-z, RealTemp, and Task Manager open.

Edit: I forgot to add that GPU and CPU Utilization is relatively low, so I can't figure out what's holding me back. :(

For realzies? But it's only at 54% - 70% at the most. I was hoping it was the game-engine or platform or something less expensive than a new processor :'(

Yes I do need more fps when Im PvP man.. Do you even plays video games LOL. Try fighting somebody at 15 fps then try at 40 and see which one is better .
