New Graphics Card - No signal

I installed a Sapphire Radeon HD 7870 and whenever I turn it on all that appears is the "No Signal" image. I thought it was defective so I sent the card back to Newegg and got a replacement. However, I got the same response with the second card and now I have no idea what to do.

Info
- using an HD TV (don't have a computer monitor)

-My computer is an HP h8-1534 model (ENVY)
-I installed a 750W PSU http://www.newegg.com/Product/Product.aspx?Item=N82E16817182133
-I have no integrated GPU
-All previous AMD drivers were uninstalled
-HDMI and DVI cables were used and for some reason the TV only detects the HDMI cable
-No beeping noise to indicate a lack of power or hardware malfunction when my computer is turned on
-Fans on the card are turning
-using two 6+2 pin plugs to connect the card to PSU

-tried it with a computer monitor and the result was the same
-I have windows 8 with a 64-bit system
-Kept AMD drivers installed before putting in the 7870 card and the result was the same
-Old graphics card is a Radeon HD 7570 (came installed in the computer when bought)
-x16 PCI-E slot on the motherboard is a 2.0 and the 7870 card is a 3.0

-The 7870 card is an Overclocked edition

Any advice would be greatly appreciated.

There's a guy that works in a computer store trying to tell you that 3.0 is not compatible with 2.0? They are compatible from 1.0 up to the latest versions. You can try to update the bios on the card itself by going onto the manufacturers website.

If I were you I wouldn't bring anything to that store again.
well the CCC software has an hdmi driver with it so the hdmi probably won't work before drivers are installed. Double check all psu connectors to make sure they are seated properly. Just to make sure, with the psu cables you don't have one of the 2 pins crossed over to the other connectors, I've seen it done before.

I have tried it with the AMD drivers installed and uninstalled before putting in the 7870 card and both times I just get a blanks screen with the "No Signal" image.

Now my x16 PCI-E slot is a 2.0 version and the 7870 card is a 3.0, but I've read that there should be no compatibility issues.

Also could the fact that my card is an overclocked edition have something to do with this?

Correct, both 2 pin portions are not being used and both 6 pin portions are plugged into their own separate ports.

I sent the card to a local computer repair shop today to have them test it out. I should have an answer tomorrow as to whether or not the card is defective.

The only other thing I can possibly imagine is wrong is that there is no power going through the PCI-E cables, but without any other graphic cards that use PCI-E cables (my old card doesn't use them) i cant be sure. I've also tried 2 other PCI-E 6pin cables and the result is the same.

Yep, the only difference is that the PCI-E cables (ones with red plugs) aren't connected to anything since the 7570 card doesn't use them.

And no, I don't have another computer which is why I sent the card to a local computer repair store to be tested.

Well I got my graphics card back from the repair shop and the guy says that its the motherboard. He plugged the card into a computer with a 3.0 slot and it worked fine. However, when he put it into a computer with a 2.0 slot he got not image. So according to him the card is not compatible with a 2.0 slot.

Wait what do you mean by this? Are you referring to the card or motherboard?
