Some says, that 144hz monitor advantage in games is noticeable only with 3d mode, other says that difference noticeable even without 3d mode. So who is right?

For example - if difference between 60 and 144 hz monitors is noticeable, then support of 144 hz system worth more than 60 hz.
144 hz monitor worth 400-450$, 60 hz - 250-300$
For 144 hz gaming game should run @ above 60 fps, this means that 144 hz requires top-tier gpu's like 780 Ti - 835-850$. For 60 hz gaming gpu can be mid-high tier: like 7970 - 375-400$.
So difference between 144hz and 60hz gaming is 600$.
