Wow, That is old and slow. Here is a list of processors that the MB socket will accept: http://www.cpu-world.com/Sockets/Socket%20478%20%28mPGA478B%29.html
But I would not recommend investing any money in upgrading the CPU, because any improvement would be marginal.

Instead, go for the best gfx card you can afford. Unfortunately, I don't believe that MB even has a PCIe expansion slot for graphics. So the GT 210 would not fit. I believe the MB is so old it has an AGP slot for a graphics card. Can you verify that for me?

I can't see the link due to it being blocked, but pretty much any card is better than the GT 210. What is the CPU and RAM on the system? Case size? How much can you spend?

Sorry, I was under the impression you were giving your brother the GT 210 so you could upgrade to a better card.
No, the GT 210 is not what I would recommend. As hang-the-9 says, state some specs and your budget. If you have a small stock PSU, you will be limited to a low end card. So let us know that too. And is your case full size or slim line?

If that is a P4 system, don't spend money on a video card for it. Find a used Core 2 Duo tower with a 2.3 gig + CPU in it, make sure the power supply is close to 300 watts if not higher. That should be about $100 locally to you. Ebay and such will probably be more.

Later on you can look for a video card for the system.

Verify that you are talking the correct slot. They run in this order from fastest to slowest:
PCIe X16
AGP
PCI

Here's what they look like: http://1.bp.blogspot.com/-e4DD93bOTbI/Uf3qCa0Lz0I/AAAAAAAAAEY/R3hpq4ynLI0/s1600/Choosing-a-Video-Card-Part-1.jpg
