Needing advice on budget gaming PC

I'm upgrading my PC, (basically build a new one because i'll only keep the HDD, the PSU and the case) and my budget is about $500.
I came up with two solutions
1. get an i3-4340, a GTX 650 Ti, 8gb of RAM, and a H81 mobo
2. get an i5-4570, a HD 7770, 4gb of RAM, also a H81 mobo (i'm leaning towards this one - more future-proof)
(I'm in VN, where price of PC parts is just ridiculous, so these are the best parts that i can find)
So, here is my questions:
- is 4gb of RAM enough? (i mainly play strategy games, particularly Rome 2 TW, and on 1366x768 - i'm gonna stick with this monitor for 2 more years)
- does the mobo decrease the CPU's performance, compared to a H87? (i won't OC or use more than one graphic card)? if it does, will the difference be noticable?
- is my 500w PSU enough? and do i REALLY need 4 cores?

Also, one of my friend will upgrade her graphic card to GTX 760. will her CPU, an i3-4330, be a bottleneck? (she plays on 1080p)

He's right. With your smaller screen resolution, you definitely won't need a GTX 760. A HD 7790 or GTX 650 ti would be all you would need for 1366 x 768 .

If you're on a very tight budget, then AMD's CPUs would be another option. The FX-6300 would be good. You could overclock it for more performance but at the price of higher power consumption. And then pair the CPU with a 970 chipset motherboard.

If you're gonna play CPU intensive games such as Rome 2 , then you would need a good CPU to be able to spawn all those lil' soldiers.

4GB RAM is fine...

4GB is enough, the motherboard chipsets will not bottleneck you, the 500w should be enough unless the PSU is pretty old, and the i3 will be the bottleneck in some games for a GTX 760.

If it is within budget, I'd go for a 650 Ti and only 4GB of RAM with the i5.

this option is better for you,you can upgrade the processor in future but not nessesary for playing strategy games its perfets.
500 watts is enough,
gtx 760 can not bottleneck i3-4330.

4GB RAM is fine, get 1 stick , and then get another in future.

Motherboards nowadays barely affect the CPU's performance in games.

Many people think that CPU cores are everything, but they're not. The easiest way to compare CPUs is simply by searching " i5-xxx vs FX-8xxx " . Just search the 2 CPUs you're comparing and you'll usually find CPU-World's comparisons.

Getting a high quality PSU would be good if you're gonna keep it for long. It's gonna be more efficient so you might save some cash in your monthly electrical bills
