Can I use a 7750 or a 7770 with this motherboard?

It does have a PCIe x16 slot and supports up to 32GB RAM.
The name of the motherboard(according to the sticker on the case) is Acer M1935. The computer has an i3 3220 and 2GB DDR3(around 600-700MHz accordinig to the CPUID thing... maybe I was looking at the GPU equivalent of that thing... maybe I was looking at the integrated graphics's MHz...)

I know the 7750 and the 7770 aren't very good GPUs, but I'm on a very tight budget; $285 which is for a 4GB stick of RAM(not sure if I should get 1333MHz or 1600), the graphics card and the power supply.

Yes you can put a good graphics card in there. I would recommend the HD 7790, its a good card and I'm getting 35-50 FPS on high settings with Althon X4 750K http://www.newegg.com/Product/Product.aspx?Item=N82E16814121727

I would get an 8GB kit (4GBX2) for future proofing http://www.newegg.com/Product/Product.aspx?Item=N82E16820231426&ignorebbr=1

Lastly your power supply. 450W is more than enough for your system and I don't like to cheap out on power supplies. http://www.newegg.com/Product/Product.aspx?Item=N82E16817151124

Since there is a PCIe x 16 slot, either of those GPU's might work. Acer probably has the BIOS locked so there might not be much you can do if they do not work.

And for memory I would install a kit of two sticks so you can utilize the dual channel. Maybe a kit of two sticks like below, 1066MHz.

Don't buy one at a time. Get a kit. Kits are tested to make sure that all sticks will perform together. No guarantees when you install two or more separate sticks.

Not always true, its just give you a headroom so that you won't find instability in your system.

I built a console-killer PC with

AMD Athlon X4 750K
8GB (4GBX2) GSkill 1600MHz memory
MSI A75 FM2 motherboard
Asus Radeon HD 7790 DirectCU 1GB GDDR5
500GB Seagate
Seasonic 450W power supply

The system only draws 300W in my power meter.
