I am getting the Lenovo Idea Center K450 with the following config out the box:

- Intel Core i7 4770 (3.40GHz)
- Intel B85 motherboard
- 12GB DDR3 - 1600
- 2TB HDD Capacity
- Windows 8 (ughh)
- NVIDIA Geforce GTX 650 2GB
- ONLY 280w PSU (!!!)

1st question: would upgrading just the PSU help the GTX 650 and other PC parts perform better? I'm upgrading it anyways.

2nd question: I've been eyeing the EVGA GTX 760 & the R9 270x. I can get a good deal from a friend for either one of those.

3rd question: Is 12GB of ram enough nowadays?

4th & last question: Overclocking, can any of the above parts mentioned be safely OC'd? If so, where do I learn/read on how to do it?

My main uses will be video streaming/watching on a HDTV via the HDMI connection. But I will also be gaming on it. I want to play games like Thief, Skyrim (with mods as well), Battlefield, any of the Hitman series, and other games I may find or be interested on Steam, etc.

Any help/info would be appreciated, thanks.

Upgrading the psu for the stock components will not make any difference, but if you do get a different gpu from your friend then definitely upgrade the psu. If you stay with the 760 or R9 270, a good 500w psu will be sufficient. You will not be able to o/c the cpu as it is not a k model, but you can fiddle with the gpu. Personally, I would not mess with any o/c on that rig as the performance gains will not be significant.

The 12g of ram is plenty, provided it is at least 1333 and preferably 1600.

Got it, thanks.
How about the last part of my post... would this setup be good enough to play games with high+ settings & mods??

As long as you don't lean on the AA settings, you should be fine.
