if you have reused the HDD for many times, it will eventually decrease performance. If you have ever dropped/shook/stressed it, the performance decrease is DRASTIC!

so if you are trying to install a fresh windows, it may be that the HDD unable to cope with it fast. Some sections of it may become corrupt or fragmented. it doesnt matter how many times you wipe them, certan sections may still remain fragmented leading to the decreased performance. If you have had windows installed on the hard drive before there are certain windows operating files which will leave traces, decreasing read/write performance if your new installation is trying to write to the same sectors.

But since you say that it runs fine on the other computer, how much...

But since you say that it runs fine on the other computer, how much RAM do you have on the computer that you are trying to install windows onto?

Another problem that can occur is that the power cable is not allowing enough power to go through it (if used and/or bent too much), the MotherBoard connector may have the same issues.

Or sometimes your PSU will not supply enough power (try using NewEgg Power Supply Calculator to see the recommended PSU for your pc.

~speaking from experience, its most likely either fragmentation/corruption issue or the PSU. ~
