computer shuts down but the fans still work

Hello there.
I have just changed my system's power to a new one ,but when I shut down the windows,the fans still work while the monitor would be off.
The irony is,when I hit the 0-1 button in the back of my computer case,the computer turns on (but Doesn't bring the windows up,unless I push the power button when the beep sound arises and the whole system boots).
I'm confused,why the fans (all of the fans) starts to spin before I even push the power button ?

Hi I sort it out !
I sent the case over to the company and 'ey told me the truth of of matter by testing it.
They said,it was due to some glitch of "power cable" that didn't work out so well and cause the accident.
They changed the PSU and gave me a brand new "power cable" and It works so well right now.
