If you live anywhere near Knoxville, TN, I'd probably do it for not much over the cost of the parts (building PCs is a hobby I enjoy, not a business).
More seriously, a local PC shop may be able to build something for you. They may charge little or nothing if you buy the parts from them, but some of them will try to sell you cheap parts (like Diablotek PSU-shaped objects, low-end MSI motherboards, DDR3 video cards, or CAS11 RAM). Be very careful of eBay builds; they are notorious for such cheap parts to get the price down.
