Can I safely OC this MSI R9 280X LE to match the speed of the MSI R9 280X OC?

So, I'm building my first ever PC and Overclockers have this deal going on which is basically a MSI R9 280X for cheaper, but with lower core speed. Everything else in the cards seems to be the same so I thought it would be a good purchase and grab it.
What I'm wondering is: Once I get it, can I clock it from 950MHz to 1000MHz with no trouble? Even better, could I go to 1050 (Just like the original on Turbo boost) or a bit higher without making the GPU too hot?

Sorry if it is a dumb question. Although I have basic knowledge on PCs, this is the first ever I'm building and I never did OC to anything so I wouldn't know.

EDIT: Is 950MHz bad in general? How will it impact the performance and my gaming experience?

The MSI cards have pretty good coolers on them and AMD usually overclocks quite well, so you should have no problem reaching 1050MHz or higher. Just play with your voltage and see if you can get it down as low as possible to keep the temperature down low. Also, setting a custom fan curve will help with the cooling if you see its getting hot.
